Default 1986 Plymouth Reliant speedometer cable removal

Hi folks. I'm the owner of a 1986 Plymouth Reliant station wagon. The speedometer quit working so I looked up speedometer cable removal in a Haynes manual and it says to just reach up under the dashboard and unclip the cable. Tried to do that but it doesn't seem possible. Does anyone out there have any idea how to go about getting at the cable? It would seem to me that the steering column or instrument cluster needs to be removed but that's just a guess. Any help would be appreciated. Thanks. trog2016.
