Default 98 Concord starting issues

I have a 98 Concord that will not start on cool mornings, when the temperature warms up the car will start. When the switch is turned on all electrical items work fine, however the starter will not even make a click. When the outside temp warms up, it will turn over fine. Sometimes when I turn the key over there is a sound that comes from under the glove compartment area, sounding as a vacuum switch activating.
Sometimes the car will start and then after turning it off two or three time, it will again fail to turn over.

pretty hard to 'guess' any possible causes without physically seeing, doing, hearing this situation. Could be a HUGE multitude of things including a starter, electrical contacts, transmission neutral safety switch, gremins, lunar alignment, elves, gnomes,
