Default Idles erratically - floats around

On my 2001 PT Cruiser After cleaning the throttle body and Idle Air Control valve (which were way dirty), a problem i had went away which was the car stalls if not pressing the gas pedal a little at idle. Now that the car idles and doesnt stall, it does however idle erratically floating up and down sometimes or idles high for a few seconds then comes down to normal 900 rpm. A person in this forum suggested looking for a vacuum leak. i did find a massive leak of what i believe is pressure but i guess it could be vacuum behind the and below the throttle body. Back there is a sort of triangle silver piece with 2 bolts holding a silver pipe like hose going into the air intake manifold plenum area behind and below the throttle body. If you stand on the right side of the car and look behind the throttle body with the cover off the top of the engine, you can see a silver pipe like hose bent in a sort of hook shape going to the engine. Its on a bracket with 2 bolts, both are different in size, (why, I dont know) This appears to be a connection of perhaps a vacuum line of sorts and there is a massive air sound (leak) at the junction where it bolts on. I am guessing i can remove those 2 bolts, pull back on the connection of the pipe to the engine, and replace a gasket or seal there. Anybody know this? Any chance this could be the cause of the erratic idle?

P.S. I already had the throttle position sensor "relearned" at a shop. Still idles erratically. Any thoughts on my findings? (See image for location of the leak - found it on Ebay lol )

Anybody know what this line is called? What it does?
