Default HVAC front blower or resister problem

Hi, my 2001 2.5 Crd voyager has a problem with the front blower, when heating controls are on either warm or high it sounds like an very loud wining noise. Also when switching the HVAC controls off the fan is still noisily whirring away and eventually comes to a stop, even with the key out of the ignition. I have taken the blower out from under the dash (thanks to the help of a dodge caravan youtube video) just to check it is all in one piece. Is this a problem with both the blower motor and the resistor? Thanks

I would say that if the fan runs with the key out its the relay that's welded/stuck shut.

Thanks Goggs. After further inspection and with the help of someone who doesn't have tinnitus unlike myself, the noise is coming from under the the cabin. From the chrysler manual this appears to be the heater unit. When putting the cabin heating on this heater unit begins to whistle, blows some steam from the unit, and sounds like a aeroplane landing for a few minutes after the engine is turned off.

I'm surprised the auxiliary heater even switches on at this point in the year, it usually needs to be colder. The whistle is normal and the smoke is normal at close down because the burner is blowing out the small mount of atomised un-burnt fuel into the atmosphere. See here read and ask questions. Icon with three pointed wavy lines should show when its on.
